Recently, the United Nations Department of Economic and Social Affairs published the E-Government Survey 2020 that assesses the advance of digital governance in all UN member states. This survey is considered a referent for experts and policymakers in the development of e-government and the use of ICTs. For the survey, 86 cities were evaluated according to its Local Online Services Index (LOSI) and Bogotá was ranked as the 7th city with the best digital government development.
To define the ranking, the LOSI index takes into account various indicators that are grouped into 4 categories:
1) Technology
2) Content provision
3) Services provision
4) Participation and engagement.
Among these categories, Bogotá had outstanding results in 3 of them. For example, in participation and engagement that determines the strategies and tools provided to bolster public interaction in governance, Bogotá was ranked 4th with the best city portal. In this sense, the Bogotá Te Escucha ( Spanish for Bogotá listens to you) platform that manages petitions, inquiries and complaints of possible acts of corruption was pointed out by survey.
On the other hand, in the criterion of services provision defined by the mechanism to provide government services and solutions to the citizens, the city was ranked 7th. Finally, in the content provision that assesses the availability of public information, resources and updated data, Colombia´s capital was ranked 12th.
The results of the E-Government Survey 2020 are entirely relevant in a context in which the digital world gains protagonism in the communication, the provision of services, entertainment and public engagement. Therefore, local governments are shifting to digital governance as a way to provide more efficient and pertinent services to its citizens. Additionally, the exceptional results of Bogotá´s e-government strategy reflect its mayor´s office efforts to promote the Sustainable Development Goals. With its new development plan, Bogotá seeks to accomplish an open government based on transparency, public participation and zero corruption.
